HIC compression is used with an oversized handlebar, which has an inner diameter of approximately 32 mm. A standard threadless fork steerer tube is 1"1/8, or 28.6 mm: there is therefore a gap between the two. The HIC shim is the slotted metal tube that fills this gap exactly.

Without it, the handlebar is not centered on the fork, it wobbles, and the clamp tightening does not hold.

The 75 mm is the long version. Same diameter as the 65 mm, but with a longer insertion length into the handlebar: more contact surface, therefore more rigidity. Recommended for heavier riders, big impacts, or with a high 3- or 4-bolt clamp where the clamping area sits higher. The shim must always be at least as high as the clamp's tightening area.
